2017 House Bill 2202 requires the State Board of Education to “Provide for universal screening of pupils in preschool programs, kindergarten programs and grades one through three that is designed to identify pupils who have reading deficiencies…” The legislation also refers to a handbook on dyslexia that ‘may’ be developed advising on both identification and intervention and providing useful resources. In October of 2016 a Technical Assistance Document (effectively the handbook!) was released for parents and teachers.
In short your student should be being assessed but may not be getting effective interventions. Check with your local school.
